Every employee takes a person-centered approach that exemplifies the ICARE values (Integrity, Compassion, Accountability, Respect, and Excellence) through empathic communication and partnerships between all persons.Job DescriptionSummary of Duties and Responsibilities:Supports the Deputy Director of Payment Management in the review of $1.5 billion in annual invoice submissionsImplements all protocols, procedures, and reporting structures that result in the efficient review and payment of vendor invoicesTracks and monitors portfolio of invoice review statuses for all received and submitted invoices Supports relationship management with all HERRC vendors by promptly responding to inquiries, managing vendors' expectations, and clearly communicating program needs and changesImplements and holds Invoices Managers accountable for following all contract and invoice review requirements and ensures that invoice documentation protocols are adhered toOversees the receipt of all invoices and backup from a portfolio of vendors, reviews documents for compliance and accuracy, and communicates with vendors about needed editsSupports the development, implementation, monitoring, and improvement of new invoice review systems and protocolsSupports the development of tools and processes to support invoice review and Invoice Manager accountability Fills in for the Deputy Director of Payment Management in communications and meetings as necessary related to invoice reviewLiaises with HERRC Budget and HERRC Grants to resolve invoice discrepancies and support on grant reporting Develops new reports to enhance cross-team communication and data summary distributionEffectively communicates policy and procedural changes to Invoice Managers, ensuring clarity and understanding.Leads special projects involving invoice review, including organizing, distributing, and monitoring invoices during periods of high volume Supports complex data collection initiatives to deliver precise invoice information and documentation pertinent to the HERRC program.Supports and provides training for all Senior Invoice Managers as neededSupports responses for all audits and investigations related to paid invoices and invoice review processesSupports and provides training for all Senior Invoice Managers as neededMaintains a comprehensive understanding of HERRC operations and contracting and their impact on invoice review at the programmatic levelUses advanced Excel functionality to achieve portfolio assignments and team projectsDemonstrates proficiency in reimbursement methodologies and grant eligibility criteria to optimize reimbursement for grant-funded and FEMA-eligible expendituresPerforms additional responsibilities as assigned.Minimum QualificationsA Master's degree in public administration or business administration, or in an equivalent or equally acceptable program, and four (4) years of satisfactory, full-time paid experience in a major governmental agency or large corporation or foundation in management analysis or in operational direction, planning, coordination or control of which two (2) years must have been in a supervisory, administrative or consultative capacity; or A Baccalaureate degree from an accredited college or university and five (5) years of experience as stated in #1 above of which three (3) years must have been in a supervisory, administrative or consultative capacity; or A satisfactory equivalent, however, all candidates must possess not less than the two (2) years of supervisory, administrative or consultative experience required. Four (4) years of appropriate general experience may be substituted for a Baccalaureate degree requirement.
