ResponsibilitiesThe Chief, Program Protection Division, is responsible for the development of policies, plans, and concepts for multidiscipline security (Physical Security, Personnel Security, Industrial Security, Information Security, etc.), Operations Security, Security Education Training and Awareness (SETA), Threat Indications and Warning (l&W), support to special programs and sensitive activities, and sensitive planning and support. As the senior security and intelligence policy advisor to the Director and expert on interagency coordination processes and procedures, the incumbent will oversee, guide, and direct major policy development and coordination projects. Leads three teams supporting NSEP programs with responsibility to develop policies, establish guidance, and implement programs in support of operations for the organization's security programs, specialized sensitive support, and intelligence requirements, enabling protection of classified facilities and information at various locations. Advises senior executives and staff on new developments and advances in techniques in the specialty area of operational security and intelligence; plans, organizes and directs studies to develop long range (e.g. 5-10 year) plans and forecasts; recommends methods for enhancing efficiency of security systems and protective measures through modifications and applications of evolving technology; evaluates and makes recommendations concerning overall plans and proposals for major agency and interagency security and program protection projects; and implements DoD and national level guidance in agency standards, guidelines, or policies for major security programs and protection activities. Oversees the overall security program and coordinates with senior officials in developing security measures for the classification, safeguarding, transmission, declassification, and destruction of classified information.The selected individual will be responsible for:Responsible for development, implementation, and sustainment of the organization's NSEP programs, facilities, and capabilities employed throughout the continental U.S. (CONUS), including continuous training of over 200 assigned personnel and hundreds of rotational personnel receiving support under the organization's mission.Responsible for organizing, codifying, and managing the organization's specialized sensitive support program employing highly sophisticated measures to protect the organization's most critical assets; ensuring that programmatic activities are consistent with DoD Policy and U.S. Code including development of all foundational and supporting documentation throughout the program life cycle; training support packages are developed and implemented through testing and evaluation of employees to meet certification requirements established in DoD policy; and due diligence is conducted to periodically evaluate individual tenets of the program as considered in DoD policy.Responsible for development and implementation of the organization's internal security incident response; investigationsinquiries of security incidents that threaten the security of the organization's information and assets; and developingimplementing the Incident Response Policy and Standard Operating Procedures (SOPs).Develops and implements program protection plans and security strategies at various facilities. Establishes and oversees a comprehensive security program that includes multidiscipline security (Physical Security, Personnel Security, Industrial Security, Information Security, etc.), Operations Security, SETA, Threat I&W and sensitive planning and support. Responsible for the physical security and access control program at various sites to preclude unauthorized access to facilities and information. Develops and implements security and awareness programs for personnel assigned to or visiting assigned sites. Analyzes, plans, and implements operational security procedures to ensure business continuity and crisis resilience in support of NSEP and the previously identified security disciplines.Responsible for overseeing the formulation and execution of the Division's annual budget using the planning, programming, budget and execution methodology to efficiently allocate resources. Additionally, the candidate should possess a thorough understanding of the acquisition of supplies and services with appropriated funds via contracting IAW the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).Applying highly specialized knowledge and guidance to TF continuity of operations (COOP) policies, as required;Monitoring operations to identify, develop, and refine broad-based strategies to improve the overall program protection's effectiveness and efficiency of policy and procedures;Developing, directing, and modifying NSEP support focused on critical, long-range strategic emergency and mobilization policies for specialized and critical elements of supported organizations;Providing oversight to the development and implementation of special programs and sensitive activities, which receive the careful attention of senior leaders in the U.S. Government;Serving as the senior security policy expert for specialized projects and mi ions, including development of concepts and requirements for the demobilization of COOP resources and emergency action procedures to include required documentation for the control and use of facilities in the event of an emergency, and execution of interagency coordination procedures to ensure compatibility of emergency plans;Representing the TF at national-level meetings and conferences, advising executive leadership on interagency NSEP policies, memoranda of agreement, and operational readiness programs designed to sustain mission essential functions;Evaluating, reviewing and advising executive leadership on risk management and alternative operational concepts based on vulnerability risk assessment results and recommendations;Evaluating new and revised U.S. statutes and DoD directives and regulations related to COOP and NSEP policy and advising senior TF leadership on their impact on TF policy objectives;Collaborating with DoD program oversight officials, stakeholders, mission partners, and mission enablers to enhance the TF's mission.Job SummaryThis position serves as the Chief, Program Protection Division, for a Department of Defense (DoD) Special Task Force (TF), responsible for developing and implementing strategic concepts, policies and plans for National SecurityEmergency Preparedness (NSEP) programs. The TF also provides infrastructure support to governmental entities to maintain mission essential functions during times of crisis. This strategic level planning and infrastructure support is in response to threats across a wide contingency spectrum. The TF staff is comprised of federal and contract personnel from several government departments and agencies, and includes subject matter experts in strategic planning, infrastructure management, communications, crisis and response. The work performed ensures the capability of specific essential government components to continue functioning under all conditions.
