Job DescriptionProcurement ManagerAs required by our governmental client, this position requires being a US Citizen AND an active DoE Q clearance or the ability to obtain a DoE Q clearance to be considered. The Procurement Manager duties are extensive and cover the performance of the entire procurement lifecycle for a federal contract program, including: planning, purchasing, finance, administration, operations support - all enabling customer mission success. This position is in direct support of the Program Manager, Deputy Program Managers and Business Operations Manager on a large government contract. Compensation & Benefits:Estimated Starting Salary Range for Procurement Manager: $150,000 to $170,000Pay commensurate with experience.Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.Procurement Manager Responsibilities Include: Administer and execute procurement financial management functions. Direct and manage contract operations involving complex, interrelated tasks. Lead administrative, procurement, and business operations personnel across multiple locations. Manage a team of Property Specialists in procurement, logistics, and asset lifecycle functions. Ensure adherence to internal and external regulatory standards, including CPSR Audit requirements and price analysis techniques. Manage procurement processes in CostPoint and verify procurement artifacts. Oversee supplier tasks, tracking deliverables and integrating them into project plans. Manage ODC purchasing processes for task orders. Brief OCIO executive leadership on procurement and financial status. Collaborate with the Cybersecurity Architect Team to plan procurement needs and explore emerging technologies. Engage with operational customers and contractor personnel to review task plans and deliverables. Utilize communication skills to report technical progress and writereview technical documents. Ensure technical integrity and deliverable quality. Contribute to the development of technology policy and strategies. Maintain close coordination with federal customers for successful contract execution. Travel up to 25% as required. Performs other job-related duties as assignedProcurement Manager Experience, Education, Skills, Abilities requested: Bachelor's degree in Business, Financial, Logistics, or a related discipline (work experience may substitute for a degree). Minimum of seven (7) years of relevant experience leading teams or organizations. Obtain PMI PMP certification or NISTNICE equivalent within six months of hire. Strong leadership, organizational, and problem-solving skills. Expert communication skills for engaging with stakeholders and writing technical documentation. Proficiency in procurement systems, including CPSR, CostPoint, and procurement artifacts. Knowledge of procurement best practices and regulatory compliance requirements.
