Work involves claim investigation, facilitating remuneration, documenting expenses, managing payment and on-site inspections. Duties may vary according to specific needs of the Risk Management program as they arise. STARTING SALARY HIRING RANGE:$29.71 - $38.95 hourly$61,799 - $81,010 annuallyCLASS DESCRIPTION:Performs professional level administrative work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes carrying out administrative and technical tasks related to administrative support, public information, and purchasing. ESSENTIAL DUTIES AND RESPONSIBILITIES Claims:Receive and review initial reports of accidents and property losses from citizens and County employees, establish and maintain appropriate files and records and independently determine proper course of handling for each claim. Promptly and thoroughly investigate new claims by interviewing County personnel and gathering evidence either by telephone, email, or on-site investigation in the field, refer claims as appropriate to the Third-Party Claim Administrator (TPA) and notify appropriate County personnel of the loss. Support the Insurance and Liability Manager (Sr. Admin. Analyst) in mitigating the financial loss by identifying, hiring, and supervising appropriate outside resources such as water damage remediation contractors and forensic experts. Accompany the Insurance and Liability Manager (Sr. Admin. Analyst) to the scene of serious liability and property damage incidents involving potentially large exposure to the County. Take photographs to be used as evidence. Establish a network of contacts and maintain a close relationship with Central Fleet to review and authorize first party auto claim payments. Reconcile Central Fleet invoices, track expenses, and finalize charges at fiscal year-end. Assist in completing first party property claim payments by determining coverage and assisting with the SAP or County Department PDQ payment process as appropriate. Identify claims that have subrogation potential and conduct investigations to obtain all necessary evidence. Assist in coordinating the TPA, the Office of Law, and the State's Attorney's Office to prepare necessary documents for subrogation to recover County funds from persons responsible for damages. Track and deposit subrogation checks. Support the Insurance and Liability Manager (Sr. Admin. Analyst) in working with Emergency Management staff to compile information and submit claims data to FEMA for reimbursement following declared emergencies. Insurance:Facilitate the Equipment BreakdownBoiler & Machinery Inspection Program - Track State of MD mandated inspections, coordinate andor participate in on-site inspections, maintain records of inspection certifications, and update the master database.Facilitate the appraisals of county buildings that are required by our insurer. Obtain updated data for each building, coordinated on-site inspections and ensure access as required. Review the finished product and update the values in the respective database.Safety:In conjunction with Safety Compliance Officers, assist in conducting various inspections, audits, and assessments with a focus on ensuring best practices in hazard assessment and control for employee operations and worksites in partnership with Departmental stakeholdersSupport Safety Compliance officers during the investigation of work-related incidents in support of root cause analysis, hazard mitigation, and implementation of corrective measures.Support the Risk and Safety Division with scheduled and unscheduled site inspections. Advise employees of safety deficiencies, recommend corrective action, safeguards and controls, and conduct follow-up inspections to track mitigations.Administrative: Act as a resource to County employees for general problem solving for matters related to auto accidents, damage to county property and citizen injuries and damages.Create reports and utilize the county's RMIS data system to track first-party automobile and property. Update and enhance data collection efforts to keep pace with technology. Support the Insurance and Liability Manager (Sr. Admin. Analyst) in providing training and education to all County departments and allied agencies for compliance with sound risk management practices.Provide general assistance to the Risk and Safety staff as special projects or urgent events arise and share general office coverage duties as needed.Works and cooperates with co-workers and supervisors at all levels. EMPLOYEE ASSISTANCE PROGRAM: Employees experiencing problems that affect their personal lives and job performance may take advantage of confidential assessment and referral services. EDUCATIONAL ASSISTANCE: Employees may apply for reimbursement for tuition costs after completion of 6 months of employment. Prior course approval is required. The maximum annual reimbursement is $2500 contingent upon County funding.PAID PARENTAL LEAVE: Employees who have worked for the county for at least twelve (12) months are eligible for twelve (12) weeks of paid parental leave in connection with the qualifying birth of a child, or the placement of a child with an employee for adoption or foster care. Leave must be used within the 12 months following the birth or placement. LONG TERM DISABILITY BENEFITS: Employees who have completed 6 months of service are enrolled in the LTD plan. After 6 months of disability, plan may pay 60% of base monthly pay up to $2500 per month. The County pays the entire cost of this benefit. DISABILITY LEAVE BANK: Employees have established a Disability Leave Bank to which employees may donate disability leave in order to be eligible to receive salary and benefit protection when they are absent due to a serious disabling illness or injury and have exhausted all accrued leave. Employees are eligible to join the Bank after having completed 1 year of employment. Administration of the Bank, including the review and approval of claims for grants of time, is handled in accordance with the Bank's Rules and Regulations which are available in the Office of Human Resources.
