The Vice President has complete decision-making authority over the functional group within general policies, principles, and ultimate goals of the organization. In addition, the person in this role has the latitude to consider organizational direction. Has full ability to define policies, practices, standards and guidelines for the entire Project Controls functional group. The person in this role is a respected industry fellow in programproject controls responsible for all aspects of program control activities for C&D (cost estimating, cost control, scheduling, and risk management) for the entire capital program. Works within the Delivery Services Office in the C&D Delivery department and sets new project controls, policies and procedures for all staff to follow. ResponsibilitiesResponsible for program control activities for the entire lifecycle of the project (planning phase through handover to operating owner). Supports a Project Executive and project team.Assists the Project Management team in making decisions for escalated items related to cost estimates, schedules, change orders, claims, time extension requests, and disputes.Evaluate actual project performance, risk identificationmitigation, and recovery plans on a program level and provide Delivery Office trendsdriversmitigation strategies.Review and identify escalated items related to financial reports using actual cost information, forecasted spending per project schedules, and estimated final costs against approved contract funding. Provides insights into overarching reviews for conceptual estimates and durations for projectsprograms.Establish force account needs for projects. Establishes continuing education for all project controls team's skill development. Creates innovative solutions to assist project managementdelivery teams in understanding the health of their project, enabling them to make quick decisions.Accountable for the leadership and management of the Program Controls function, technical compliance, and continuous improvement.Education and ExperienceBachelor's degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field. Masters preferred. Must have a minimum of sixteen (16) years of related experience.Must have a minimum of ten (10) years in a management or supervisory role andor project manager role in a large, multi-faceted organization. Licensed Professional Engineer or Registered Architect desirable. PMI-SP, EVP, CCP, or CPE Certifications are desirable. Significant experience in project controls for major construction projects or projects with highly complex systems preferred. Alternative delivery experience desirable.Substantial experience leading and managing contractors, subcontractors, or vendors. Experience developing procedures and delivering training programs.Excellent communication, presentation, and interpersonal skills.Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal levels within the organization. Demonstrated ability to work in a high-profile, high-pressure environment effectively.Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement. Must be a proven leader as a change agent and creativeinnovative thinker with the ability to align business goals with solutions to drive process improvements.Must possess excellent team-building, listening, problem-solving, and prioritization skills.
