Within Contact Administration is the Prequalification Unit that vets all firms wishing to do business with the SCA for credit-worthiness, financial stability, integrity, and licensing.Job Description SummaryThe Structural Engineer - C is responsible for performing work in a variety of assignments and technical roles, as needed, and manages team members andor contractors on projects to achieve the objectives of the Authority.Job DescriptionResponsibilities include:Primary responsibility may be to perform design reviews of multiple Capacity andor CIPReso A projects. Perform Quality Review of in-house and Consultant submitted contract documents submitted in Bluebeam format. The Engineer's review is part of a multi-discipline, multi-consultant (stakeholders) review process.Performs quality control review of design calculations andor drawings and review of technical specification sections.Knowledge and experience in a wide range of structural systems, including archaic systems, such as cinder concrete structures, brick arches, etc. is highly desirable. Miscellaneous Antiquated Systems include, but are not limited to flat arch, masonry, draped mesh slabs, clay tile slabs, one-way & two-way reinforced concrete slabs, precast planks, etc.Participate in periodic Consultant Evaluations by providing managers with critical feedback.Assist with the review of Consultant RFP submission proposals for specific projects following set evaluation criteria.Determine the building usage at the initial construction, research the building code from the same period and establish the minimum live load required for the original intended use.Analyze reinforced concrete structures and develop NDT investigation program to determine internal reinforcement to facilitate calculations.Provide structural engineering input in project planning and delivery for various programsprojects related to inspection, investigation, and quality assurance of building structures.Provide expert testimony to assist in resolving claims and legal disputes of a structural nature.Perform leadership roles on special programs or coordinate the activities of one or more DCIM Department Units at the direction of the Chief Design & Construction Innovation Officer, DCIM Directors, Sr. Directors and Managers.Provide leadership and technical advice to the DCIM Specialty Testing Unit.Make testing recommendations that consider construction costs, quality assurance, maintenance, energy use and replacement costs of facilities and vestigate and diagnose building envelope conditions as well as complete review of existing structures and new construction and support the investigation and litigation projects involving damage to structures from various failures. (construction defects andor other adverse conditions).Survey facilities for potential lease or acquisition and prepare assessment reports for Senior StaffParticipate in inter-departmental discussions, reviews, R&D of SCA Design Standards and assist in the development of SCAGSG CADD details.Coordinate and assist with SHPO research and submission requirements.Assist junior staff in acclimationtraining to DCIM performance requirements pertaining to various DCIM's assignments and special projects.Periodically, in the absence of senior management, assist with the daily operational requirements pertaining to project and staff-related issues.Chair project meetingsMay manage a range of internal and contractor staffconsultants on projectsPerform related tasks.Civil Service Classification: CompetitivePosting End Date: Until FilledSalary: Appointment Rate: $99,422 - $140,462Incumbent Rate: $114,335 - $161,531Subject to the provisions of the Collective Bargaining Agreement, the appointment rate for any newly hired employee, or employees with less than two years of active City or SCA service, shall be 15% less than the applicable incumbent rate or step.EducationBaccalaureateCertifications (if required)Professional Engineer - NYS Department of EducationWork ExperienceSix years of full-time paid post-licensure experience as a Professional Engineer; three years must be as a project engineer; project, team, or squad leader; or a comparable level of responsibility. Selective Certification for Special Experience. Electrical: six years of full time paid post-licensure experience in electrical work as a Professional Engineer; three years must be as a project engineer; project team, or squad leader; or a comparable level of responsibility; a minimum of ten years total experience specializing in electrical work. This can be any combination of pre-licensure and post-licensure work as long as the post licensure experience requirement is met. Heating, Ventilation, and Air Conditioning: six years of full time paid post-licensure experience in heating, ventilation, and air conditioning work as a Professional Engineer; three years must be as a project engineer; project team, or squad leader; or a comparable level of responsibility; a minimum of ten years total experience specializing in heating, ventilation, and air conditioning work. This can be any combination of pre-licensure and post licensure work as long as the post-licensure experience requirement is met. Plumbing and Drainage: six years of full time paid post-licensure experience in plumbing and drainage work as a Professional Engineer; three years must be as a project engineer; project team, or squad leader; or a comparable level of responsibility; a minimum of ten years total experience specializing in plumbing and drainage work. This can be any combination of pre-licensure and post-licensure work as long as the post-licensure experience requirement is met.
