Every employee takes a person-centered approach that exemplifies the ICARE values (Integrity, Compassion, Accountability, Respect, and Excellence) through empathic communication and partnerships between all persons.Job DescriptionSUMMARY OF ESSENTIAL DUTIES AND RESPONSIBILITIES:Hurricane Ophelia FEMA Grant Development and Reimbursement:•Correspond with City, NYS, and federal partners to formulate grant applications Hurricane Ida;•Organize and lead meetings with internal partners such as consultants and Office of Facility Development (OFD) representatives as well as external partners, to maximize grant funding for Hurricane Ophelia incurred damages;•Develop financial reports to track Hurricane Ophelia purchase orders and paid invoices;•Develop expertise on laws and regulations that apply to FEMA Grants through internal trainings and independent research;•Liaise and lead meetings with facility partners to gather procurement and contractual documentation for grants development and compliance;•Collaborate with OFD and disaster recovery consultants to formalize project detail for both emergency and permanent work projects;•Manage communications between internal and external partners regarding potential mitigation projects that would protect facilities from future similar disasters;•Familiarize with FEMA mitigation grant types and application processes and toolkits;•Shadow disaster recovery consultants and develop familiarity on FEMA Benefit Cost Analysis related tasks;•Assist facilities with applying for and maintaining flood insurance;Hurricane Sandy - Metropolitan Hospital Portfolio:•Manage Metropolitan Hospital Sandy portfolio (~$180M)•Assist Senior Director with FEMA Version requests by coordinating with various internal departments (i.e. OFD, Legal, Intergovernmental) to collect documentation.•Organize and submit reimbursement requests to NYS and prepare responses for potential RFIs.•Monitor project budget and evaluate project progress on an ongoing basis.•Process change orders for Metropolitan Hospital construction, ensuring sign off by senior leadership and consultants.•Familiarize with Public Assistance 101 Training and present on an ad-hoc basis for new team members, providing a baseline understanding of FEMA Public Assistance policies and procedures as well as the Progress Payment Request processOther Resilience Grants:•Coordinate with NYC Emergency Management (NYCEM) and H+H OFD on exploring federal and state funding opportunities for resilience projects and proposals that protect H+H facilities from future storm damages;•Develop comprehensive understanding on eligibility considerations of each grant type and requirements.•Perform other duties as assigned.Minimum Qualifications1. A Baccalaureate Degree in a relevant field from an accredited college or university; and, 2. Two years of experience in business, government, hospital, educational or a non-profit organization in analysis, development and implementation of systems and sub-systems. Familiarity with EDP applications and data processing programs; or, 3. A Masters Degree in Management, Business Administration or approved related fields from an accredited college or university may be equated to a maximum of one year of related experience; or, 4.
