Job DescriptionJob DescriptionGrant Funded Position: Grant End Date 10/01/2027POSITION SUMMARY:The SORNA Project Coordinator, under the general direction of the Office Manager, is responsible for maintaining and coordinating all functions relating to the implementation of the Adam Walsh Act's Sex Offender Registration and Notification Act (SORNA) - Tribal Code Ch 72. The SORNA Project Coordinator performs difficult to complex development, implementation and training projects pertaining to the continued implementation of and compliance with SORNA; responsibilities include planning, administration, organization, operation and performing work related to the SORNA Grant Project as required.ESSENTIAL FUNCTIONS: (includes, but is not limited to, the following) Performs the initial registration process for convicted sex offenders required to register with ST Law Enforcement, per Chapter 72, including but not limited to Live Scan machine for finger/palm prints, obtaining current picture, obtaining DNA samples, and uploading this information to the Michigan State Police Public Sex Offender Registry database.Leads the SORNA Task Force with development and revision of Tribal policies and procedures and Tribal law/code to remain in compliance with federal SORNA laws. Develops and revises community notifications policies and procedures and related forms. Reviews, recommends, and aids in the implementation of laws, policies and procedures required to be in compliance with SORNA. Develops training projects and provides training to applicable staff pertaining to SORNA implementation and enforcement. Conducts research and prepares studies of federal, state, and Tribal laws, policies, practices and techniques.Collects, analyzes, and interprets statistical and other data regarding convicted sex offenders that fall within the jurisdiction of the Tribe.Prepares written reports and makes recommendations regarding development of SORNA program organizational structure, operational effectiveness, necessity and feasibility based on studies, surveys, and analyses. Reviews and processes such project documents as federal law, state requirements per the memorandum of agreement with Michigan State Police, and any other applicable documents. Acts as liaison between the SORNA Task Force and other Tribal, federal and state agencies. Coordinates daily work in support of goals/objectives; maintains appropriate files - electronic and hard copy; and prepares correspondence, reports and other written documentation as necessary. Collects and manages all grant reporting information, drafts progress reports and submits to the SMART office using its grants management systems database.Develops and monitors grant budget to ensure compliance with grant regulations including allowable expenditures; determines need for and develops and submits when necessary, budget modifications and/or time extensions to the SMART office.ADDITIONAL RESPONSIBILITIES:Responsible for staying current on federal laws that are applicable to SORNA compliance All other job-related duties as assigned.CONTACTS:Immediate peers, peers in other departments, immediate supervisor/manager, managers in other departments, Executives, Board of Directors, customers, outside vendors/service providers, Department of Justice - SMART Office, federal, state, Tribal and community agency representatives, Michigan State Police, sex offenders and other SORNA Jurisdiction Tribes.PHYSICAL REQUIREMENTS:Position sedentary primarily sitting/lifting a maximum of 10 pounds. Physical factors include constant typing; frequent sitting; occasional standing, walking, carrying, lifting, pushing/pulling, climbing, stooping, kneeling, crawling, reaching, manual handling, use of hearing, smell, near/midrange/far vision, depth perception, color/field of vision, bending, and driving throughout the seven-county service area to provide community members with information pertaining to the SORNA. Personal protection equipment provided by employer includes items such as but not limited to, gloves, gowns, face shields, masks, eye protection, mouth pieces, resuscitation bags, pockets masks, ventilation devices and other equipment as needed. Immunizations including Hepatitis B vaccination series will be offered to team member at no cost. TB test required on yearly basis and provided to team member at no cost.REQUIREMENTS:Education: High School diploma or equivalent required. Associates Degree in Criminal Justice, Legal, Public Administration related field or three years demonstrated ability in related work experience may be considered in lieu of degree.Experience: Minimum of 3 years of experience working in an office in an administrative role that includes conducting research, assisting with the drafting and development of policies and procedures required in addition to above stated degree requirements.Certification/License: Will be required to undergo and successfully pass a background check. Must maintain a good moral character standing. Must have no felony or misdemeanor sex offenses including expunged felonies. Must have a valid drivers license and be insurable by the Sault Tribe Insurance Department. Must comply with annual drivers license review and insurability standards with the Sault Tribe Insurance Department. Will be required to complete and pass pre-employment drug testing.Knowledge, Skills and Abilities: Must have working knowledge and proficiency in word processing, spreadsheets, and database software. Working knowledge of practices and formats for development and strategic planning, project management, financial management, and effective training methods preferred. Working knowledge and proficiency in organizational / flow chart, project management and other specialty software programs preferred. Working knowledge of project management and training material development required. Must be able to apply sound analytical decision-making processes and approaches and develop alternative solutions to problems. Must be able to synthesize, compare, and analyze data; interpret legal documents and governmental regulations. Must be able and willing to establish working relationships and interacting effectively with a wide range of people/audiences. Must be able to communicate effectively, verbally and in writing, in a diverse range of audiences and settings. Must be able to prepare clear, concise, thorough, meaningful, and grammatically correct written reports, letters, memoranda, policy and procedural drafts, and other written documents. Must be able to work under pressure and handle difficult situations. Must have organizational skills and be able to plan, prioritize and manage work load to meet goals in a timely manner and make decisions and judgments.
