Job DescriptionJob DescriptionJob Title: Court AdministratorDepartment: Municipal CourtLocation:City of Boerne, TexasSalary Range: $78,166.40 - $97,676.80 DOE annuallyJob Description: Plans, directs and manages the daily functions and operation of the Citys Municipal Court. Ensures effective and efficient processing of Class C misdemeanor violations, and the fair administration of justice through the planning and directing of criminal court processes and court personnel. Key Responsibilities: Manage Court operations to provide quality services, incorporating the Citys core values.Directs and coordinates case flow management by overseeing the progression of cases from filing to final disposition. Implements quality control and audit processes to ensure the accuracy and integrity of all cases processed.Coordinates and schedules court dockets with the judge, and prosecutor. Coordinates bailiff assignment with the police department. Facilitates the courtroom docket by updating the case to reflect the judges orders and preparing all necessary judgments, deferrals, continuances, dismissals, and other court orders.Oversees the administration of pretrials and bench trials. Coordinates, schedules, and oversees the administration of jury trials.Manages the training, evaluation, discipline, and counseling of assigned personnel. Assesses training needs, assigns/monitors duties, and conducts timely and constructive performance evaluations. Provides professional development, opportunities for educational growth, and effective leadership to meet department goals. Encourages a work environment conducive to self-motivation, open communication, and a team approach to productivity.Ensures defendants and citizens' needs are met in an efficient, and courteous manner while adhering to the principles of access to justice and procedural justice.Manages the courts records management program. Implements and directs records management procedures, adhering to city and state guidelines for record retention and filing for all court documents and correspondence; responds to requests for information, ensuring compliance with the Rule of Judicial Administration Rule 12 and the Common Law Right of Access.Develops and administers the courts annual budget; forecasts revenue and expenses; monitors and authorizes expenditures. Monitors and ensures authorized use of special court funds.Develops, coordinates, and implements policies and procedures providing clear guidelines and well-defined objectives and incorporating statutory and regulatory requirements. Monitors staff compliance, ensuring the court complies with local, state, and federal rules and laws.Administers the courts case management software. Maintains effective functionality of administrative processes to include macros, queues, notifications, violation forms, court notices, and status, offense, and fee codes. Collaborates with technology and vendor staff on updates and plans for implementation of new technologies and procedures.Acts as liaison with the judge, prosecutor, police department, fire marshal, code compliance, animal control, defense attorneys, outside agencies, and other criminal justice agencies.Ensures accurate and timely reporting of mandatory court activity to the Office of Court Administration, Criminal Justice Information Services, State Comptroller, and the Department of Public Safety.Administers the OmniBase Failure to Appear Contract, reporting and clearing license holds accurately and timely, and prepares quarterly reports for payment.Manages and monitors payment collection activities ensuring proper distribution and reconciliation of all fees and fines. Implements internal controls to audit cash handling and non-cash processing.Analyzes newly enacted legislation. Develops, implements, and administers processes for new and revised laws passed by the Texas Legislature and city council.Develops performance measures, compiles statistics, and prepares statistical and analytical reports of court activities, operations, and procedures.Develops and processes court documents to include complaints, motions, appeals, subpoenas, summons, delinquencies, arrest warrants, capias pro-fines, jury selection forms, and other court correspondence and notices.Processes expunctions and appeals as required by law.Investigates and resolves complaints relating to court operations.Manages the court website and online payment portal configuration and functionality to ensure effective use by the public.Ensures the Court facility is properly maintained.Coordinates with supervisor and human resources in the hiring and firing of court personnel.Qualifications:Education & Training: Three to five years experience in municipal court operations is preferred. Two years of supervisory experience. Experience with Tyler Municipal Justice (Incode) Case Management software preferred. High school graduate, or its equivalent; or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities. Knowledge of: municipal court operations, and courtroom and trial procedures; laws, rules, and regulations governing municipal court operations; legal terminology and documents used in municipal court; English usage, spelling, grammar, and punctuation; collection, accounting, and submission of fees, and fines, their legal reference, and authorized uses; principles and practices of management, budgets, training, supervision, and performance evaluation.Skills in: Tyler Municipal Justice Case Management or other similar court software; determining operational needs; organization and time management; Microsoft Office Word, Excel, and PowerPoint; analyzing, developing, and administering sound policy and procedures.Ability to: develop, implement, and administer goals, objectives, and procedures; communicate clearly and concisely, both orally and written; read and interpret applicable state and local laws; supervise, discipline, train, and evaluate employees; prioritize resources and direct and coordinate the work of subordinate employees; analyze problems, identify solutions, and implement the most appropriate course of action for resolution; compile and analyze data; establish and maintain effective working relations. Safety/Physical Requirements: the ability to lift/carry twenty-five (25) pounds of material, bending, stooping, and reaching as needed to file; sitting stationary for extended periods of time. Certifications & Licenses Required: Level II Municipal Court Clerk required. Certified Municipal Court Clerk (CMCC) preferred. The expectation of the role is to actively pursue and obtain CMCC designation. Must be able to attend out-of-town continuing education training to maintain certification and other court-related seminars as necessary.
